Clear Cygwin BASH_ENV for Git Bash steps on Windows

On an OPAM cache miss, setup-ocaml points BASH_ENV at Cygwin's bash_env, so later Git Bash steps run Cygwin's make and yarn fails on /cygdrive paths.
